Moses brought down the plagues, not to get the Egyptians to release his people, but to cause terror and fear and overthrow the Pharaoh.
When the water parted, and Ramses II and his people were fleeing, Moses caused the water to collapse onto the Pharaoh's forces, and also cursed the survivors to wander the deserts for 40 years.
