Ante Foederis

Ante Foederis magics, or 'Magic before Law' are those forms of magic not among the twelve 'Praxis Veneficus', schools of magic approved for study by citizens of the Father Kingdom by the Royal Order of Esoterica. Second only to the Churches in influence, the Royal Order has seen to it that their mandates are followed wherever the flag of the Father Kingdom flies.

Enforcement

Enforcement of the restrictions of the Ante Foederis within the Father Kingdom and its allies is simple enough - there are zealous Witchfinders aplenty - but explorers beyond the grasp of the kingdom have considerably more leeway. Out on the seas and beyond, the Order of Esoterica relies on loyal and 'right-thinking' citizens of the Father Kingdoms to police their neighbors. While this can lead to some distrust and paranoia, in reality those who practice an Ante Feoderis can go undiscovered for years if they're careful.

Punishment

Without recourse to the Order's mages to simply strip the magic from the criminal's souls, on the high seas and in distant lands, the punishment for offenders is often death. Whether this is more or less inhuman than having one's very magic stripped from the essence of your being is a matter of personal opinion.

Personal Analysis

The existence of the Ante Foederis - the concept of illicit magics - is another example of the jingoistic contempt the Father Kingdom has for foreign cultures. Its enforcement beyond the lawkeepers of the Kingdom enforces once again that there are two sorts of explorers out and about on and beyond the seas - those that exult and revel in the newness of the wide world beyond the Kingdom's borders, and the poor xenophobes who would like nothing more than import Royal culture wherever their putrid grasp extends. Sooner or later the Father Kingdom will encounter a stronger culture. I pray that it's one with the foresight to strike first and strike hard.
