In 1872, a submarine expedition from Bristol, UK, ventured out to find the sunken city of Atlantis - and found it. Expecting to find ruins, they in fact located a vibrant and active (though technologically backward) society. The city itself was a complex marvel suspended in the middle of the ocean, its inhabitants humanoid, but adapted to life underwater. In the typical fashion of the time, it was declared part of the British Empire, and the "savages" within brought in line with the rest of the world until their independence in 1947.

The atlanteans themselves appear to be descended from early humans, perhaps not even homo sapiens, who were genetically modified to be able to exist underwater by some unknown intelligence. The city itself appears to be a vast singular construction dating back at least a million years, with archaeological excavations suggesting that the true "masters of Atlantis" were alien colonists until their disappearance before the start of recorded history.

After the Second World War, where Atlantis and the atlanteans proved a valuable asset for the Allies, many atlanteans immigrated to the United States and settled down in the coastal cities. This included Sovereign City, where the riverside districts expanded out into the river itself. With the immigrants came atlantean culture, food, and also the Kan Amari - the aquatic mafia.

During British rule, the Kan Amari had been an underground revolutionary group that fought long and hard for independence and free rule, but once independence came, they did not disband. In Sovereign City, they act as self-appointed guardians of atlantean culture and independence, fiercely defending their districts from outsiders.

The waterways of the city are guarded quite closely by an alliance between the Kan Amari and the Freebooters, whose "working man" roots allow them to get along fairly well with the Kan Amari. The group also has a loose association with the Digital Brotherhood, due to both mecha and atlanteans struggling for better civil rights.

Key Members

Maki Ha'kal

Present leader of the Kan Amari, after inheriting the position from his father. Rumours abound of him possessing powers after some kind of industrial accident, although nothing has ever been proven. In public life he is the president of a shipping corporation that acts as a legitimate front for Kan Amari business.

Tivur No'mar

Maki's uncle, and former top hitman for the Kan Amari, now retired. Though stout and rather rough-looking, has an unusually sharp mind, and acts in an advisory position for the gang's activities these days.

Zeela Shao'ban

Maki's cousin, and current top hitman for the Kan Amari. Renowned for her volatile temper, but infamous for her ability to coldly channel that rage in surprisingly vicious ways. Creative, especially when it comes to killing.
